Dutch adolescents in planned lesbian families who were matched with 67
adolescents in heterosexual-parent families. It also examines whether
homophobic stigmatization was associated with problem behaviour in adolescents
with lesbian mothers after taking into account demographic characteristics,
mothers' scores on emotional involvement, and adolescents' earlier problem
behavior (measured at age 4-8 years old). Standardized instruments measuring
problem behaviour were completed by parents and adolescent offspring, and
questions about stigmatization were answered by adolescents with lesbian
mothers. The results revealed no differences in internalizing and externalizing
problem behaviour associated with family type. Offspring in lesbian families
who reported more experiences of homophobic stigmatization also demonstrated
more internalizing and externalizing problem behavior.

Kennisinstituut Het PON heeft dit traject gevolgd. Weener XL (voorheen de
Weener Groep) is het werkontwikkelbedrijf van de gemeente 's-Hertogenbosch waar
ongeveer 1.200 mensen met een afstand tot de arbeidsmarkt werken. Weener XL
heeft te maken met veel uitval van deze medewerkers: een extreem hoog
verzuimpercentage en mensen die het werken helemaal niet vol kunnen houden Deze
publicatie laat zien wat Sociale Netwerk Versterking is, hoe het werkt en
beschrijft de resultaten van de pilot in 's-Hertogenbosch. Sociale Netwerk
Versterking gaat uit van de eigen kracht van een cliënt en zijn omgeving. Bij
Sociale Netwerk Versterking worden familie en vrienden van de cliënt (de mensen
uit zijn sociale netwerk) gevraagd om mee te denken over een passende oplossing
voor het probleem van de cliënt. Wat is Sociale Netwerk Versterking? De aanpak
vindt zijn oorsprong in de methode 'Familie Group Conferencing'. Het gaat eerst
om wat het sociale netwerk zou kunnen doen, pas daarna komen professionele
hulpverleners in beeld. De pilot van Sociale Netwerk Versterking kan gezien
worden als erg succesvol. Hoewel het ziekteverzuim bij Weener XL nog geen
duidelijke reductie laat zien op dit moment zien we hele duidelijke
verbeteringen in de houding en beleving van werknemers.

SAMENVATTING: Paer. In the Netherlands, as in other Western countries, ethnic minority elderly
are more often in poorer health than the indigenous population. The expectation
is that this health disadvantage results in more frequent use of health care
services. The authors studied registered data on the proportion of health care
receivers, frequency of use, and health care costs collected by a major Dutch
health insurance company in 2010. Data from 10,316 Turkish, 14,490 Moroccan, 8
,619 Surinamese, and 1,064 Moluccan adults aged 55 years and older were compared
with data from a sample of 33,725 ethnic Dutch older adults. Unadjusted and
adjusted (for age and gender) analyses showed the following. Moluccans had
lower usage levels for all types of health care services. Use of primary health
care facilities was higher for Turks, Moroccans, and Surinamese compared with
the ethnic Dutch, with the exception that physical therapy was less frequently
used among the Turks and Moroccans. Use of hospital care was lower, except for
the Surinamese, who had a similar level of usage to that of the ethnic Dutch
.Conclusions: The health disadvantage previously observed within most ethnic
minority elderly populations does not result in an overall more frequent use of
health care services. Further research is needed for the interpretation of the
ethnic variations in health care use as potentially inequitable, by taking
medical need, patient treatment preferences, and treatment adherence into
account.

related to their intentions to intervene in two hypothetical situations that
involved bullying of lesbian/gay or gender non-conforming students. It was
found that significantly stronger intentions to intervene among teachers who
were more confident in their abilities to intervene successfully and who had
stronger beliefs that intervening in the situation would produce a positive
outcome.

SAMENVATTING: Paper. Data on how different groups of elderly immigrants perceive health
-related quality of life (HRQOL) is scarce and research on the influence of
ethnicity on HRQOL across ethnic groups is missing. Measuring HRQOL may help to
detect cross-cultural differences and to decide whether ethnic-specific health
and prevention programmes are required to improve HRQOL. We investigated
differences in HRQOL among three elderly immigrant populations with a special
focus on the contribution of ethnicity, in addition to other well-known
determinants, to HRQOL. Data were collected between October 2011 and July 2012
as part of the project entitled "Stem van de oudere migrant", a quasi
-experimental study in the Netherlands focussing on health of immigrant elderly.
A survey was conducted among 201 elderly (aged 55 years and older) Moroccans
(98), Turks (69), and Moluccans (34). HRQOL was assessed using the SF-12,
measuring physical and mental health composite scores (PCS resp. MCS). Chi
-square tests and ANOVAs were performed for group comparison. Hierarchical
multiple linear regressions were conducted to examine whether ethnicity
uniquely contributed to the observed variance in HRQOL when multimorbidity,
loneliness, socio-demographics, and acculturation were taken into account.
Results: Moroccans had the lowest scores on PCS and MCS, followed by Turks, and
Moluccans. Ethnicity was not independently associated with PCS and MCS scores,
in contrast to loneliness and multimorbidity. Gender was independently
associated with PCS and attachment to Dutch culture with MCS. Conclusions: The
lower level of HRQOL reported by elderly immigrant populations was affected by
multimorbidity and loneliness but not ethnicity. Similar to native elders,
interventions aiming at improving HRQOL for immigrant elderly should focus on
loneliness and (mental and physical) disease. Finally, health literacy deserves
attention to maintain health.

is verricht in vier verdiepingsregio's: gemeente Amsterdam; gemeente Eindhoven;
provincie Groningen; en de regio Noord- en Midden Limburg. onderzoek naar niet
-legale prostitutie heeft plaatsgevonden tussen eind 2013 en medio 2014.
Geconcludeerd wordt dat niet-vergunde prostitutie in vergelijking met de andere
vormen van niet-legale prostitutie vaker voorkomt. Van de andere vormen van
niet-legale prostitutie - niet-legale arbeid, minderjarigheid en seksuele
uitbuiting - zijn weinig concrete casussen aangetroffen. Dat wil niet zeggen
dat ze niet voorkomen. Relevant hierbij is de vraag welke impact de
verschillende vormen van niet-legale prostitutie hebben. Zeker is dat de
persoonlijke maar ook de maatschappelijke impact van iedere casus van
prostitutie door minderjarigen en seksuele uitbuiting aanzienlijk is. Daarmee
zijn deze twee de meest ernstige verschijningsvormen van niet-legale
prostitutie die dienen te worden bestreden.

regulering prostitutie en bestrijding misstanden seksbranche. Dit rapport is
een overkoepelend samenvattend rapport waarin de belangrijkste resultaten van
drie onderzoeken naar prostitutie in Nederland met elkaar worden verbonden. De
vragen die in dit rapport centraal zijn: (1) Hoe zijn het gemeentelijk beleid,
de toezicht en de handhaving in de prostitutie-branche vormgegeven en wat zijn
daarvan de resultaten?; (2) Wat is de omvang van de vergunde prostitutie?; (3)
Wat is de stand van zaken met betrekking tot niet-legale prostitutie, welke
verschijningsvormen zijn er? Waar en in welke verschijningsvormen vindt men
uitbuiting, minderjarigheid en illegaliteit en is een indicatie te geven van de
omvang?; (4) Wat is de door prostituees gepercipieerde sociale positie van
prostituees in de verschillende branche-onderdelen van de prostitutie, met
betrekking tot arbeids-verhoudingen, rechten en plichten, inkomen, mobiliteit,
welzijn en gezondheid en maatschappelijke positie? Er wordt een groot aantal
connclusis getrokken: Zo heeft een ruime meerderheid van de gemeenten
prostitutiebeleid ontwikkeld, waarbij bijna altijd een vergunningstelsel is
opgesteld met een vergunningplicht voor seksclubs, privéhuizen, escortbedrijven
, parenclubs, erotische massagesalons, seksbioscopen en raamprostitutie (hoewel
raamprostitutie in veel gemeenten niet is toegestaan). Straatprostitutie is
bijna nergens toegestaan en wordt ook niet gedoogd. De pos Legale prostitutie
bestaat uit vergunde prostitutie en niet-vergunde maar wel legale prostitutie.
In Nederland zijn momenteel volgens de opgave van gemeenten 674 vergunde
seksbedrijven. Het aantal is gedaald ten opzichte van het aantal van 1.127
getelde vergunningen in 2006 Niet-legale prostitutie speelt zich grotendeels in
het verborgene af en de omvang van dit verschijnsel zal daarom nooit exact
bekend worden.

SAMENVATTING: Dit onderzoek richt zich op het prostitutiebeleid in Nederlandse gemeenten en de
vraag hoe het toezicht op en de handhaving van de prostitutiebranche op
gemeentelijk niveau zijn geregeld en wat de resultaten daarvan zijn. Voor dit
onderzoek zijn diverse onderzoeksmethoden toegepast en informatiebronnen
geraadpleegd : deskresearch uitgevoerd, een enquête onder alle 403 Nederlandse
gemeenten, nalayse van 100 bestuurlijke rapportages in 10 politie-eenheden.
Voorts is in acht gemeenten verdiepend onderzoek verricht. het gaat om de
volgende gemeenten: Alkmaar/Beemster ; Deventer ; Ede ; Enschede ; Leeuwarden ;
Rotterdam ; Sittard-Geleen. In ongeveer 40 procent van de gemeenten zijn een of
meer seksinrichtingen gevestigd. Er zijn anno 2014 833 vergunde
seksinrichtingen in Nederland. Ten opzichte van 2006 is het aantal vergunde
seksinrichtingen aanmerkelijk gedaald, met name binnen de clubs/privéhuizen en
ramen. Tegelijkertijd lijken andere vormen van prostitutie, zoals escort en
thuisprostitutie, toe te nemen. Gemeenten schatten dat ongeveer twee derde van
de prostituees in vergunde prostitutiesectoren werkt en de rest in de
onvergunde en/of illegale sectoren. Ongeveer driekwart van de gemeenten heeft
prostitutiebeleid ontwikkeld. De overige gemeenten hebben geen beleid
ontwikkeld omdat prostitutie bij hun weten niet of nauwelijks voorkomt. Het
beleid omvat meestal een vergunningenstelsel en een vestigingsbeleid, dat is
vastgelegd in de APV. De meeste gemeenten hebben regels vastgelegd omtrent de
verantwoordelijkheid van de ondernemers, het vestigingsbeleid en in mindere
mate de gezondheid van de prostituees. Naast de politie zijn er in de gemeenten
diverse instanties (in)direct betrokken bij het toezicht op de
prostitutiebranche. De handhaving in de vergunde branche geschiedt door
periodieke controles, meestal door de politie op vaste momenten in een jaar.
Uit dergelijke controles komen weinig misstanden naar voren. In de optiek van
driekwart van de gemeenten leven de exploitanten de regelgeving dan ook
redelijk tot goed na.

SAMENVATTING: In deze studie gaat het nadrukkelijk om de door sekswerkers gepercipieerde
sociale positie: de ervaringen en meningen van de geïnterviewde sekswerkers
zelf staan centraal. In het onderzoek is onder meer gekeken naar de
vrijwilligheid van het beroep, de arbeidsrelatie tussen sekswerkers met de
(eventuele) werkgever of exploitant, de bejegening van sekswerkers door
maatschappelijke instituties, en de gezondheid en welbevinden van sekswerkers.
Daarnaast is er aandacht voor een aantal andere onderwerpen zoals startleeftijd
, arbeidsverleden, werkplekken, inkomsten, toekomstplannen en verbeterpunten
voor de seksbranche volgens sekswerkers. Onderzoek is uitgevoerd onder ruim 360
sekswerkers en ruim 100 exploitanten/werkgevers in de prostitutie. Hoewel de
seksbranche op een aantal aspecten voor (verdere) verbetering vatbaar is,
blijkt uit het onderzoek dat de meeste sekswerkers tevreden zijn over hun
arbeidsrelatie, het verloop van hun werkzaamheden en hun (eventuele)
werkrelatie met een werkgever of exploitant. Van misstanden of van gedwongen
sekswerk lijkt geen of nauwelijks sprake onder de geïnterviewde sekswerkers. De

TITEL: Herinvoering van een pooierverbod? Een inventarisatie van opvattingen in het
juridisch werkveld over eventuele herinvoering van een strafrechtelijk
pooierverbod

SAMENVATTING: Inventariserend onderzoek naar hoe onder juristen wordt gedacht over
herinvoering van bordeelverbod en het souteneursverbod. In 2000 werden het
bordeelverbod en het souteneursverbod als zodanig afgeschaft. Sindsdien hebben
sommigen zich voorstander getoond van de herinvoering van het souteneursverbod,
ook wel het pooierverbod genoemd. Om een beter beeld te krijgen van de manier
waarop in het juridisch werkveld over eventuele herinvoering van een
pooierverbod zoal wordt gedacht en van de argumenten die daarbij worden
gehanteerd, zijn zeventien juristen, allen werkzaam op strafrechtelijk terrein,
over hun zienswijze bevraagd. Bij deze interviews zijn de opvattingen van Peter
Lemaire, raadsheer bij het gerechtshof Arnhem-Leeuwarden en een van de
voorstanders van herinvoering van het pooierverbod, als uitgangspunt genomen.
De reacties op het voorstel van Lemaire zijn globaal genomen in twee
categorieën in te delen: een groep die zich niet kan vinden in de algemene
ideeën van Lemaire en een groep die dat wel kan. Gelet op die opmerkingen,
lijkt het verschil tussen 'voor' en 'tegen' vooral te worden bepaald door de
volgende factoren: (i) de ingeschatte schaal van de misstanden, (ii) de mate
waarin bepaalde omstandigheden als voldoende vaststaand mogen worden aangemerkt
, (iii) de mate waarin erop wordt vertrouwd dat de rechtspraktijk in staat is
met het huidige materieelrechtelijke en processuele instrumentarium misstanden
het hoofd te bieden, en (iv) de perceptie van de reikwijdte van Lemaires
voorstellen en de verwachte effecten van die voorstellen in de praktijk.

SAMENVATTING: Paper. In most epidemiological prevalence studies of child sexual abuse, the
role of ethnicity remains unclear. This study examines the prevalence and
nature of child sexual abuse in four non-Western ethnic minority groups and
compared them with a native Dutch group. A sample of 3,426 young adults (aged
18-25) completed a structured, online survey on experiences of child sexual
abuse. A total of 42.9% (n = 1,469) participants reported at least one form of
child sexual abuse victimization before the age of 18. Surinamese and Turkish
respondents' prevalence rates did not differ from the native Dutch youth.
However, the Dutch Antillean respondents reported significantly higher rates of
child sexual abuse on specific forms of abuse, whereas the Moroccan respondents
reported lower rates compared with their native Dutch peers. With this study,
there is more insight into the differences-however small they may be-between
ethnic groups and native Dutch youth regarding child sexual abuse.

to investigate the adjustment of non-Western elementary school-age children in
comparison to native Dutch children from a longitudinal perspective, screening
for possible ethnic differences in development on a broad array of
simultaneously measured outcomes in psychological, social, and educational
functioning, using both teachers and peers as school informants. This
dissertation specifically aims to investigate (1) the development of ethnic
differences in the domains of behavioral, emotional, and social functioning
across the entire elementary school period, (2) whether teacher reports of
ethnic differences in externalizing problem behavior may alternatively be due
to a behavioral assessment bias as a function of children's ethnicity, and (3)
whether child social-behavioral factors help explain ethnic differences in
externalizing problems and academic outcome. The overall conclusion of this
dissertation is that non-Western ethnic minority children face a more
complicated, but not different development during the elementary school period.
They are faced with substantial developmental adjustment problems at school
-entry which persist throughout the end of elementary school. It was
particularly evident that non-Western minority children display more
externalizing problems and experience more peer relational problems across the
school years than Dutch majority children. The increased externalizing problem
behavior could not be explained by potential ethnically biased teacher report.
Findings related to possible mechanisms underlying the increased externalizing
problems indicate that non-Western minority children are more affected by
peernominated low social preference scores than ethnic majority Dutch children
are. Interestingly however, it was found that when cognitive skills and ADH
were accounted for, the social and behavioural adjustment of non-Western
minority children did not contribute to their poorer academic achievement.
Children of non-Western migrants may benefit from home and/or (pre-)school
programmes that aim to improve social competencies, behavior regulation skills,
and verbal and non-verbal cognitive function.

verharding en verschuiving van de sociale grenzen. Bovendien komt enkel de
eerste generatie van Javaans-Surinaamse migranten naar voren, maar ook de
jongere generatie, geboren in Nederland, om intergenerationele verschillen en
overeenkomsten inzichtelijk te maken.

TITEL: Employment-Related Concerns of HIV-Positive People in the Netherlands: Input for

SAMENVATTING: This paper describes the results of a study into employment-related concerns
from the perspective of people with HIV in the Netherlands Finding and keeping
employment is difficult for people with HIV. To improve supportive care for
people with HIV and employment-related problems, a multidisciplinary guideline
was developed in the Netherlands in 2010/2011 ("Multidisciplinaire Richtlijn
Hiv en Arbeid"). To identify the employment-related concerns of people with HIV
and to formulate the key questions for the guideline, this study was conducted.
This study was performed in three HIV-treatment centers in the Netherlands. In
total 18 participants participated in three focus-group interviews and nine
participants were interviewed individually. The data were transcribed ad
verbatim and were analyzed according to the principle of constant comparison.
Results Our findings indicate that people with HIV in the Netherlands face many
workrelated concerns. The themes which emerged from this study were disclosure,
stigma and discrimination, knowledge about HIV, physical and psychological
factors, working conditions, absenteeism, reintegration, and dismissal and
counselling. Conclusions This study provides insight into employment-related
concerns for people with HIV living in a Western country. It formed the basis
for the key questions which were addressed in a multidisciplinary, evidence
-based guideline ''HIV and work''. Finally, it gives leads for further
scientific research and opportunities for improving the vocational guidance of
people with HIV.

SAMENVATTING: Deze multidisciplinaire richtlijn beoogt de beschikbare kennis op het gebied van
hiv en arbeid te verzamelen en op basis van de wetenschappelijke inzichten en
ervaringen uit de praktijk aanbevelingen te doen aan de verschillende relevante
zorgverleners hoe de arbeidsrelevante zorg voor mensen met hiv te verbeteren.
Tevens maakt de richtlijn lacunes in kennis met betrekking tot hiv en arbeid
inzichtelijk. Het betreft een richtlijn die gereed is voor landelijke
toepassing. De richtlijn is ontwikkeld voor (en door) mensen/ werknemers met
hiv, hiv-behandelaars, hiv-consulenten, bedrijfsmaatschappelijk werkers,
bedrijfsartsen, huisartsen, verzekeringsartsen, psychologen,
arboverpleegkundigen, werkgevers, en aanverwante (medische en paramedische)
beroepsgroepen. De richtlijn beoogt de beschikbare kennis op het gebied van hiv
en arbeid te verzamelen en op basis van de wetenschappelijke inzichten en
ervaringen uit de praktijk aanbevelingen te doen aan de verschillende relevante
zorgverleners hoe de arbeidsrelevante zorg voor mensen met hiv te verbeteren.
Tevens brengt de richtlijn lacunes in kennis over hiv en arbeid inzichtelijk.
Deze richtlijn is gebaseerd op focusgroepen met mensen met hiv en
wetenschappelijke literatuur.

TITEL: Non-western women in maternity care in the Netherlands: Exploring 'inadequate'
use of prenatal care and the experiences of care professionals

SAMENVATTING: Dissertation University of Amstwerdam. Non-western women in the Netherlands are
more likely to make inadequate use of prenatal care than native Dutch women.
Furthermore, non-western women are diverse in origin which implies diversity in
their needs and expectations for maternity care. This study examines the
factors and reasons explaining non-western women's inadequate prenatal care
utilisation, and the experiences of midwives and maternity care assistants with
non-western women. The findings revealed that first and second-generation non
-western women's inadequate prenatal care utilisation could largely be explained
by sociocultural factors. For first-generation non-western women socioeconomic,
demographic and pregnancy factors also explained a large part of their
inadequate prenatal care utilisation. The findings also revealed that midwives
and maternity care assistants have adopted among others proactive, flexible and
creative approaches to address issues encountered in the provision of care to
non-western women.

Puntoni calls on companies to embrace and celebrate consumer diversity - for
their own benefit and for the benefit of all consumers. Societies are vastly
more diverse today than they used to be and, in many industries, developing
theories and approaches that recognize and capitalize on this greater consumer
diversity is crucial. Although in business schools diversity tends to be
discussed only in relation to human resource management he argues that studying
diversity is also important for marketing and consumer researchers. If
pluralistic societies like ours wish to remain harmonious and prosperous, all
groups within them have to feel included as stakeholders. Marketplace
inclusiveness is an important condition for that to happen.

SAMENVATTING: Paper. Despite the Netherlands' reputation as a world leader with respect to gay
rights, homosexual Dutch men have much higher rates of mood disorders, anxiety
disorders and suicide attempts than heterosexual Dutch men. Epidemiologists
report similar disparities elsewhere in Western Europe and North America. These
findings have been the focus of a blossoming psychological literature, inspired
by minority stress theory and deploying quantitative methods. This
investigation aims to complement this body of work by adopting an ethnographic
approach. Drawing from fieldwork conducted in the Netherlands from 2009 to 2010
, it explores sociocultural and contextual factors that have received relatively
little attention with respect to gay mental health. In the Netherlands
(considered a model for gay equality) how can one understand high rates of
psychiatric disorders among gay men? This study points to heteronormativity,
complex dynamics involving long-term relationships and processes within gay
subcultures as key issues. Notwithstanding their putative socioeconomic, legal
and political equality, gay men struggled (at various stages of the life cycle)
with internalised norms that they found difficult to fulfil. The desire to
embody these ideals, and structural constraints in meeting them, could be
potent sources of disappointment and distress.

TITEL: A Special Need for Others: Social classroom relationships and behavioral
problems in children with psychiatric disorders in special education

between social classroom relationships and behavioural problems in children
with psychiatric disorders in settings for Dutch special primary education are.
In addition, the possibility of improving special education by implementing a
classroom-based intervention, the Good Behavior Game (GBG), is explored using a
cluster randomized controlled design During this study, 414 children placed in
51 classrooms in 11 schools for special education (primary education) were
followed across one school year. Using a randomized controlled design, 6
schools were assigned the intervention condition and 5 schools were assigned
education as usual. At the beginning, halfway through, and at the end of the
school year, validated questionnaires were administered to children, their
peers, and teachers regarding children's classroom adjustment Most children in
this study were diagnosed with a psychiatric disorder - most often with an
autism spectrum disorder (ASD) or with attention deficit/hyperactivity disorder
(ADHD). The findings of this study show that both peer relationships and
teacher-child relationships are important for the behavioural development of
children in special education and that positieve teacherchild relationships are
particular important for children with EBD. The GBG offers possibilities to
improve children's behavioural classroom adjustment, yet this study did not
find an effect of the GBG on classroom social relationships in special
education. Important strengths of this thesis are that it is the first study to
prospectively examine social classroom dynamics and children's adjustment in a
large population of children with severe psychiatric problems and special
educational needs and our aim to improve the situation in special education
using a classroom-based intervention. An important limitation of this study is
the question to what extent the findings can be generalized to other
educational settings. Nevertheless, this study contributes to improved
knowledge on the experience and the impact of social classroom relationships
for the development of classroom adjustment in a vulnerable population in
settings for special education. This knowledge can contribute to
recommendations for the educational system in the Netherlands.

TITEL: Equal protection for all victims of hate crime : The case of people with
disabilities

SAMENVATTING: This paper discusses the difficulties faced by people with disabilities who
become victims of hate crime, and the different legal frameworks in place to
protect such victims in the EU's Member States. This paper cites research by
FRA and others showing that people with intellectual disabilities or mental
health problems who experience bias-motivated violence suffer from long-term
consequences that impede their full integration into society. The paper also
discusses the fact that while hate crime legislation in the EU's Member States
has developed over recent years, it still does not fully cover disability. The
final section of the paper suggests measures that could be taken at the
national and EU level to improve the situation, for example by ensuring that
data on hate crime against people with disabilities is collected regularly and
that victims are encouraged to report their experiences to the authorities.
Some countries have introduced positive initiatives in this regard, such as
training police officers to better understand the particular needs of people
with disabilities.

TITEL: Reactions to the Paris attacks in the EU: fundamental rights considerations

SAMENVATTING: The paper provides an overview of the responses in the European Union to the
attack by radical muslims on the Charlie Hebdo offices in which 12 people died
and the subsequent murder of four Jewish people in a kosher supermarket on 7
January 2015. This paper focuses on the responses of Jewish and Muslim
community organisations, political leaders, civil society and the media. The
attack on the Charlie Hebdo offices framed the initial debate on the necessity
of protecting the right to freedom of expression. However, the subsequent
murder of four Jewish people in a kosher supermarket and the deadly shooting of
a police officer in Paris, as well as the suspected attack on police in Belgium
added other dimensions to political, media and civilian responses across the EU
. All of these events nonetheless had one aspect in common, which led to a
reframing of the interpretation of the issues at stake: the perpetrators were
young, Muslim, EU citizens with an immigrant background, who have been
radicalised at home. The main focus of attention therefore shifted from issues
of freedom of expression to preventing violent radicalisation and countering
terrorism, as demonstrated by the raft of measures proposed in France on 21
January, with other EU Member States following suit. It is in this context that
a discussion of fundamental rights, which are among the EU's founding values,
becomes particularly relevant. There are numerous fundamental rights issues
raised by the events in France and Belgium and responses to them, including the
right to human dignity (Article 1 of the Charter of Fundamental Rights of the
EU), freedom of thought, conscience and religion (Article 10), and freedom of
expression and information (Article 11). They are furthermore closely related
to issues of surveillance and civil liberties, community cohesion and
marginalisation, and migrant integration and social inclusion.

SAMENVATTING: Overzicht van antisemitische incidenten in Nederland in 2013 zoals die bij het
CIDI zijn gemeld. Bij de indeling wordt onderscheid gemaakt tussen
verschillende verschijningsvormen en maatschappelijke domeinen. De CIDI Monitor
antisemitische incidenten 2014 registreerde een stijging van 71%: van 100
incidenten in 2013 naar 171 in 2014. Ook de zwaarte van de incidenten nam toe.
Vooral mensen die door bijvoorbeeld een keppel als Jood herkenbaar zijn, waren
doelwit van veel directe confrontaties: scheldpartijen en lastigvallen op
straat stegen met 90% (40 incidenten in 2014, tegen 21 in 2013). Het aantal
incidenten met fysiek geweld verdubbelde (van 3 naar 6). Circa de helft van de
incidenten speelde zich af tijdens de Gaza-oorlog in de zomer van 2014. Het is
een bekend verschijnsel dat antisemitische gedragingen en uitingen toenemen bij
grote militaire acties van Israel. Maar gewelddadigheden in het Midden-Oosten
kunnen nimmer een rechtvaardiging zijn voor racistische en antisemitische
gedragingen hier.

kraakpand. De ramen zijn afgeplakt en twee peertjes aan het plafond zorgen voor
een klein beetje licht. De vrouwen hebben de ruimte gekraakt omdat ze anders
letterlijk op straat staan. Elk van hen is door hun man tijdens een 'vakantie'
in Marokko achtergelaten. Of liever: gedumpt. Deze vrouwen waren in staat naar
de Nederlandse ambassade in Rabat te gaan. Want niemand van hen wilde in
Marokko blijven om als slaafje dienst te doen in het huishouden van hun
schoonouders. Pas toen ze konden aantonen in Nederland te wonen ontvingen ze
een ticket. Aangekomen op Schiphol slaat de radeloosheid toe. Wat nu? De zes
namen een ongebruikelijk initiatief: ze kraken een leegstaand pand. De rest van
je leven in een lege, onverwarmde ruimte doorbrengen is echter geen optie.
Tweede Kamerlid Gert-Jan Segers reageert op de problematiek van uitgezette

dat soort onvrije landen vinden wij zeer onwenselijk", aldus Tweede Kamerlid
Pieter Omtzigt. Hij wil dat een dergelijk verbod wettelijk geregeld wordt, naar
Oostenrijks model. In Oostenrijk is namelijk een wet in de maak die
buitenlandse financiering van moskeeën verbiedt. Omtzigt: "Het is goed om die
wet eens te bestuderen en te kijken of daar aanknopingspunten in zitten voor
Nederland." Fundamentalisme Het CDA wijst met name op financiering door landen
met een salafistische uitleg van de islam. Het salafisme is een
fundamentalistische stroming, die strikte naleving van islamitische wetten
predikt. Omtzigt is bezorgd om de bouw van de nieuwe El Wahda moskee in Gouda.
Een inzamelingsactie voor dat gebedscentrum werd geleid door salafist Tarik Ibn
Ali. Deze man zou betrokken zijn bij inmiddels verboden organisaties
Sharia4Belgium en Sharia4Holland, en zou banden hebben met jihadi's in Syrië.
Omtzigt noemt het 'onbegrijpelijk' dat minister Opstelten de
verantwoordelijkheid voor een onderzoek naar de financiering van de Goudse
moskee bij de gemeente Gouda legt: "Dat vind ik gewoon naïef."

TITEL: Social Inequalities in Cardiovascular Health Among Mothers and Their Offspring

SAMENVATTING: Dissertation Erasmus University Rotterdam. This dissertation investigates social
inequalities in cardiovascular health among mothers and their offspring,
particularly in pregnant women and in early childhood. Furthermore, it
examineds underlying pathways of these social inequalities. The studies
presented in this dissertation were embedded in the Generation R Study,
Rotterdam, The Netherlands and in Project Viva, Massachusetts, U.S.A., two
prospective cohort studies from early pregnancy onwards. The Generation R Study
has been designed to identify early, environmental and genetic causes of normal
and abnormal growth, development and health during fetal life, childhood and
adulthood. The goal of Project Viva is to find ways to improve health of
mothers and their children by looking at the effects of mother's diet as well
as other factors during pregnancy and after birth. Several conclusions can be
drawn from the findings in this thesis. Substantial ethnic differences in blood
pressure levels and gestational hypertensive disorders were found. Also, women
with a low SEP had a more adverse cardiovascular risk profile during pregnancy
than their high socioeconomic counterparts, including impaired placental blood
flow, gestational diabetes and inadequate and excessive gestational weight gain
. An adverse cardiovascular risk profile during pregnancy may affect the
developing fetus and increase its cardiovascular risk later in life. Hence,
pregnancy might be the period in which socioeconomic inequalities in
cardiovascular diseases originate. Socioeconomic inequalities in growth and
cardiovascular risk factors were also found to exist in early childhood,
including a smaller head circumference, a higher BMI and higher blood pressure
levels among children from low socioeconomic families. The main modifiable
contributors to the socioeconomic inequalities in either pregnancy
complications and childhood outcomes were prenatal smoking and pre-pregnancy
BMI. Our studies highlight the importance of tackling social inequalities
during the life course which should already start in the preconception period.

titel "Het ware gezicht" en gaat over bewuste en onbewuste discriminatie en wat
daartegen te doen is. We zien pas het ware gezicht van de ander als we bij
onszelf te rade gaan of we verborgen vooroordelen hebben over die ander. Dit
vergt een kritische blik naar binnen en een onbevooroordeelde blik naar buiten.
Dit wordt ook wel onbewust en onderhuids racisme genoemd. Nederland is daarmee
niet racistisch, maar als we niet kritisch naar onszelf kijken blijft er wel
onderhuids racisme in Nederland.

TITEL: What you see is what you get!?: Looking into ethnic diversity and professional
careers in Dutch organizations

is : How do underlying processes and practices (re)produce observed systematic
career inequalities between members of different ethnic groups in the
particular context of professional organizations in the Netherlands? It
illustrates how minority ethnic professionals experience disadvantage in their
careers compared to dominant ethnic professionals, by specifically focusing on
the reciprocity of the relationship between social capital and career success,
the normalization of "othering", and the organizational practice of active
network development. The core of this dissertation are three emprical studies
presented in chapters 3, 4 and 5. Chapter 3, entitled "Ethnic diversity and
social capital in upward mobility systems: Problematizing the permeability of
intra-organizational career boundaries", conceptually explores and models the
relationship between social capital and objective career success for minority
ethnics compared to dominant ethnics over time. Describing the relationship
between social capital and objective career success in the form of an upward
career spiral over time, we show how Lin's (2001) three mechanisms of return
deficit of social capital affect this 37 relationship by means of four
underlying principles of social interaction. Building this line of reasoning
along the lines of several propositions, it finally proposes that: "As
intraorganizational career boundaries are more permeable for dominant ethnics
compared to minority ethnics, dominant ethnics do not only achieve more social
capital and greater objective career success compared to minority ethnics, but
they also advance exponentially faster in their careers compared to minority
ethnics". Chapter 4, entitled "Ethnic identity positioning at work:
Understanding professional career experiences", illuminates the role of ethnic
identity construction in relation to dominant ethnic and minority ethnic
professionals' career experiences in the specific context of a professional
service firm in the Netherlands. Based on semi-structured interviews, it
unravels how both dominant ethnic and minority ethnic identity work is
conflated with processes of "othering" in relation to the hegemonic norm,
reflected in individual sensemaking, interaction, and institutional practices.
It further discovers and problematizes the normalization of othering, by
illustrating potential consequences for individual career experiences. Chapter
5, entitled "Enlaced in a network of inequality? How an organizational practice
plays out in diverse trainees' career opportunities" investigates how the
organizational practice of active network development within a large urban
Dutch municipality may (re)produce inequalities in career opportunities among a
group of ten ethnic and gender diverse trainees over time. Combining
quantitative data on network structure and qualitative data on network agency,
it shows that all trainees acknowledge and enact active network development as
an organizational practice, while it plays out more favorable for some compared
to others. It concludes that similarities and differences in both network
structure and network agency among dominant and minority social group members
may, but do not necessarily have to be bound to similarities or differences in
diversity attributes, such as ethnicity and gender. Furthermore, this study
shows the added value of combining both network structure as well as network
agency data when pursuing to understand development and (re)production of
network structures and their consequences.

SAMENVATTING: Onderzoek naar discriminatie op school. Aan 961 scholieren uit het 1V
Jongerenpanel werd de volgende vraag voorgelegd: Wordt op jouw school wel eens
gediscrimineerd. Van die groep gaf bijna de helft (47%) aan dat er wel eens
sprake is van discriminatie. Discriminatie op school gebeurt het vaakst vanwege
huidskleur (28%), gevolgd door afkomst (24%) en seksuele geaardheid (22%).
Geloof (17%) staat op de vierde plek, blijkt uit de enquête. Gelijk ook werd
gevraagd of de discriminatie erger is geworden het laatste jaar. Zo'n 42
procent zegt dat het gelijk is gebleven, volgens 20 procent is het toegenomen,
nog eens 20 procent zegt dat het juist is afgenomen. Veel scholieren geven aan
dat school er vrijwel geen aandacht aan schenkt, terwijl dat soms wel helpt.
Dit onderzoek is gehouden van 26 februari tot en met 9 maart 2015. Er deden 961
middelbare scholieren mee. De uitslag is gewogen op drie variabelen, namelijk
leeftijd, geslacht en spreiding over het land.

programma biedt lokaal kansen om meer mensen te laten sporten en bewegen. Met
het programma wil de overheid bijdragen aan een gezonde en actieve leefstijl
door lokaal meer verbindingen tot stand te brengen tussen de sportsector en
andere sectoren zoals onderwijs, zorg, welzijn, buitenschoolse opvang en het
bedrijfsleven. Deze rapportage handelt over het tweede jaar : 2014. Deze is
zeer positief met betrekking tot de stijging in het aantal buurtsportcoaches.
De interesse bij gemeenten is groot, dit blijkt uit de 378 deelnemende
gemeenten die in totaal 2386 fte buurtsportcoaches aangesteld hebben (peildatum
1 januari 2014). Bovendien is de verwachting dat in 2016 naar schatting tussen
4.500 en 5.000 personen als buurtsportcoach actief zijn. Het
verdiepingsonderzoek, dat mede de basis vormt van de monitor die jaarlijks
wordt uitgevoerd onder 18 gemeenten, laat zien dat de buurtsportcoach ook
daadwerkelijk een toegevoegde waarde heeft naast de vele vrijwilligers en

-migrant/ethnic majority employees. This pay gap is not only attributable to
migrant/ethnic minority employees having acquired less human capital or social
capital, to the impact of government policies and to discrimination. Based on
both qualitative and quantitative data collected in 2010, this case study of
the job segregation component of the wage disadvantages of migrant employees in
a Dutch public organization identifies several other factors. Migrant
workers'/ethnic minority employees' lower levels of participation in work
-related communication and the application of socio-ideological labour control
also widen this earnings gap. Moreover, migrant workers'/ethnic minority
employees' institutional and relational uncertainties, due to their
subordinated position in Dutch society, help to explain their lower levels of
participation in work-related communication and how socio-ideological labour
control works out negatively for them.

SAMENVATTING: This study compares patients' expressions of emotional cues and concerns, and
GPs' responses during consultations with and without informal interpreters.
Furthermore, informal interpreters' expression of emotional cues and concerns
and their responses were examined too. Twenty-two audiotaped medical encounters
with Turkish migrant patients in the Netherlands, eleven with and eleven
without an informal interpreter, were coded using the Verona Coding Definitions
of Emotional Sequences (VR-CoDES) and the Verona Codes for Provider Responses
(VR-CoDES-P). In encounters with informal interpreters, patients expressed less
emotional concerns than in encounters without informal interpreters. Only half
of all patients' cues is being translated by the informal interpreter to the GP
. Furthermore, 20% of all cues in encounters with informal interpreters is being
expressed by the interpreter, independent of patients' expression of emotions.
Conclusion: The presence of an informal interpreter decreases the amount of
patients' expression of emotional concerns and cues. Furthermore, a substantial
amount of cues is being expressed by the informal interpreter, corroborating
the often-made observation that they are active participants in triadic medical
encounters. GPs should be trained in communication strategies that enable
elicitation of migrant patients' emotions, in particular in encounters with
informal interpreters.

SAMENVATTING: Paper. Like elsewhere in Europe, a discourse that is hostile to migrants in
general and Muslims in particular has emerged in Dutch politics and media. Can
we understand this Dutch migrant-hostile discourse as a kind of racism, i.e.
cultural racism? The authors studied this discourse (Dutch political and media
texts) and its impact on the lived experiences of Dutch Moroccan Muslims in
work settings (21 interviews). They found little evidence of the concept of
cultural racism as long as it maintains notions of biological or genetic
hierarchy, while it becomes redundant once it abandons such notions.
Alternative concepts like cultural essentialism and cultural fundamentalism are
sufficient to understand this discourse as well as its impact on Moroccan
Muslims' lived experiences. Cultural fundamentalism has become successful
because it belongs to a different category than racism.

SAMENVATTING: This study focuses on underlying determinants of interethnic contact of natives
within a large number of European regions. It tackles three questions: (1) To
what extent do social groups among natives in European regions differ in their
level of interethnic friendship and contact with colleagues? ; (2) To what
extent do opportunities, preferences and third parties explain interethnic
friendship and contact with colleagues, and thereby differences in interethnic
contact between social groups? (3) For which social groups and under which
circumstances does ethnic diversity in European regions increase interethnic
friendship and contact with colleagues? It uses the 'opportunity-preference
-third parties' framework to explain differences between social groups and
distinguish interethnic contact with colleagues from interethnic friendship.
Using the first wave of the European Social Survey (2002/2003), this study
found clear differences between social groups in terms of how likely they are
to have interethnic contact. Men have more interethnic contact in terms of both
colleagues and friends. Older residents in Europe have fewer immigrant friends,
but hardly differ in terms of immigrant colleagues. Opportunity plays a
significant role in fostering interethnic contact in terms of both friends and
colleagues. Preference and third parties predominantly affect the chances of
having interethnic friendships. The three mechanisms partly explain differences
between social groups. Although social groups tend to differ in their
probability of having interethnic contact, they 'profit' more or less equally
in terms of increased interethnic contact if objective opportunities rise. Our
results stress the importance of distinguishing both dimensions of interethnic
contact, i.e., with friends and colleagues, and shed more light on underlying
determinants and mechanisms of interethnic contact.

SAMENVATTING: The study tests whether Putnam's general claim of a negative effect of ethnic
diversity holds for (active and passive) involvement in three types of
voluntary organizations: leisure, interest, and activist organizations. Using
data from the European Social Survey (wave 1), it applies multilevel analyses
distinguishing individuals, regions, and countries. The countries in this
dataset include Austria, Czech Republic, Denmark, Finland, Hungary, Ireland,
Italy, the Netherlands, Norway, Poland, Portugal, Slovenia, Spain, Sweden, and
Switzerland. Only at the regional level, did this study find that ethnic
diversity reduced involvement in interest organizations. Yet, ethnic diversity
induced passive involvement in activist organizations. Subsequently, the
authors included mechanisms derived from conflict and contact theory to
disentangle the indirect effects of ethnic diversity. Ethnic threat perceptions
influenced participation in all voluntary associations negatively, while
intergroup contact turned out to have positive influences. These findings
stress the necessity of distinguishing different types of voluntary
organizations and modes of involvement and underline the importance of
incorporating indirect effects of ethnic diversity.

SAMENVATTING: Paper. Culturally diverse work groups do not always reach their full potential
compared with less diverse groups. As shared values facilitate group
functioning, we examined whether constructing shared values among group members
is constrained by high degrees of cultural diversity. Following 33 real-life
work groups, this study investigates how members influenced each other's
achievement and relational values over time. Although low and high diversity
groups did not differ in initial value similarity between members, they
differed in the process of value convergence. In low diversity groups, members
developed shared values by influencing each other's values towards consensus.
In high diversity groups, however,members did not influence each other's values
towards consensus. Low diversity groups also performed better than high
diversity groups. These findings extend earlier findings establishing value
convergence in culturally homogenous groups and reveal the distinctive
processes in highly diverse groups as a focus for interventions to promote
diverse group functioning.

SAMENVATTING: Paper. Since March 2013, the news has been dominated by young Muslims from
European countries leaving for Syria to join the armed struggle against the
Assad regime. This is especially remarkable in light of the fact that it would
appear that, until very recently, European foreign fighters were far and few
between. The armed struggle is a topic that is widely discussed among young
Muslims on social media such as Facebook. During the research on which this
article is based, the author analyzed conversations between young Muslims on
Facebook and also conducted interviews with a number of them. The key question
was: Why is it that so many young people use social media to profess their
willingness to sacrifice their lives in armed struggle while at the same time
most of them are not prepared to turn their words into deeds? Despite all the
media reports, the fact remains that of the large number of young Muslims who
are potentially ready to go into battle, the vast majority prefer to stay at
home for the time being. When the author confronted the participants in these
discussions with this inconsistency they offered a number of reasons as to why
martyrdom was not yet granted to them. The way in which these considerations
shape their lives and the role played by their religious convictions form the
subject of this article.

an important research topic that should be studied before focusing on diversity
policy measures. As such, it strives to demonstrate the academic potential of
an analytical framework that outlines fundamental choices made in these
respects. What types of diversity do organizations focus on? And what do they
want to achieve with (increased) diversity? In this article the discourses
underlying the diversity policies in two regional European police forces (the
Mossos d'Esquadra in Spain) and the Politie Utrecht in the Netherland) are
analyzed. The main observation is that the results are surprisingly similar in
spite of contextual factors that may lead observers to expect otherwise: they
both focus on gender and migrant background, identifying these types of
diversity as collective in nature, while striving for equal opportunities for
individuals despite these collective differences. This article also explores
possibilities for further theory building by formulating possible explanations
for the similarities and differences which have been identified, suggesting a
possible hierarchy in diversity within European organizations, and describing
how the motivation for diversity might influence the effectiveness of diversity
policies.

SAMENVATTING: Paper. While women in Europe who wear the Islamic headscarf are generally seen
as outsiders who do not belong to the na-tion, some countries are more tolerant
towards the wearing of headscarves than others. France, Germany and the
Netherlands have developed different policies regarding veiling. This paper
describes how headscarves became regulated in each of these countries and
discuss the ways in which French, Dutch and German politicians have deliberated
the issue. The paper is based on a content analysis of parliamentary debates on
veiling in France (1989-2007), Germany (1997-2007) and the Netherlands (1985
-2007). The aim of this paper is to discuss what these national political
debates reveal about the way in which the social inclusion of Islamic women in
(or rather exclusion from) the nation is perceived in these three countries.
Our claim is that veiling arouses opposition because it challenges national
self-understandings. Yet, because nations have different histories of nation
building, these self-understandings are challenged in various ways and hence,
governments have responded to headscarves with diverse regulation. While the
authors did find national differences, they also discovered that the political
debates in the three countries are converging over time. The trend is towards
increasingly gendered debates and more restrictive headscarf policies. This,
they hypothesize, is explained by international polarization around Islam and
the strength of the populist anti-immigrant parties across Europe.

question of what the knowledge aspect of teacher competence entails in urban
schools. The conclusion of the overview identifies five areas of expertise as
the most significant: (1) language development; (2) pedagogy; (3) social
interaction and identity; (4) parental involvement; and (5) schools and
community. The second part of the article presents the findings of an analysis
of the intended and implemented curriculum of a teacher training college in one
of the major cities in the Netherlands. The intended curriculum, the vision
document and four out of seven competences explicitly mention ethnic cultural
diversity and urban issues. An analysis of the course descriptions showed that
the first and third years include courses that deal with cultural diversity in
a general way. The theme of pedagogy is dealt with in the first three years and
the theme of parental involvement is dealt with in the final two years. The
areas of language and social interaction and identity receive relatively little
attention in the curriculum. Finally, it concludes on the basis of the focus
-group session with teacher trainers that the implemented curriculum seems to
pay more attention to ethnic-cultural diversity than suggested by the intended
curriculum. One of our recommendations is to integrate the areas of expertise
more structurally in the curriculum, which implies the inclusion of additional
subcompetences that reflect all areas of expertise, and attention for the topic
in each study phase and in each core course.

organisaties als business case van diversiteit. Onder diversiteit wordt in dit
onderzoek etnische diversiteit verstaan. De business case verwijst naar de
meerwaarde van etnische diversiteit voor publieke organisaties. In dit artikel
wordt beschreven wat in theorie de business case is van diversiteit en in
hoeverre deze wordt herkend in de praktijk van de publieke sector. Voor dit
kwalitatieve onderzoek zijn vijf publieke organisaties als cases bestudeerd in
de sectoren gemeenten, hoger onderwijs en waterschappen. De business case van
diversiteit oftewel het verbinden van diversiteit en diversiteitsbeleid aan de
kerndoelen van de organisatie met het streven beter te presteren heeft de
laatste jaren meer aandacht gekregen van publieke organisaties. Met dit
onderzoek is inzichtelijk gemaakt hoe medewerkers en 'gebruikers' (zoals
burgers en studenten) van publieke organisaties de business case van
diversiteit ervaren. Hierbij is onderscheid gemaakt in drie business cases,
namelijk access & legitimacy (legitimiteit), integration & learning
(creativiteit en innovatie) en de arbeidsmarkt. Uit het onderzoek blijkt dat de
verschillende business cases zich tegelijk kunnen voordoen binnen publieke
organisaties. De accenten per business case zijn echter verschillend en A&L als
business case blijkt het sterkst naar voren te komen binnen de onderzochte
organisaties.

verschillende uitkomsten komen en elkaar tegenspreken. De auteur beschrijft
drie perspectieven van waaruit naar diversiteit kan worden gekeken en komt zelf
met een nieuw perspectief. Dat vormt de basis voor een 'beslisboom' dat HR
-professionals en lijnmanagers kan helpen in hun diversiteitsmanagement. Daarmee
kunnen de potentiële voordelen van diversiteit in de praktijk beter worden
benut.

naar hoe vrouwennetwerken in organisaties in de praktijk functioneren als
diversiteitsinstrument. De veronderstelling van het onderzoek- en
interventieproject waarvan verslag wordt gedaan in dit artikel is dat
vrouwennetwerken pas effectief kunnen bijdragen aan diversiteit in hun
organisaties als er contact en samenwerking is met relevante geledingen in de
organisatie, waaronder de top van de organisatie. Die samenwerking blijkt nog
niet optimaal te zijn. Het artikel bevat vervolgens aanbevelingen om de
samenwerking te verbeteren en een vrouwennetwerk als een effectief
diversiteitsinstrument in te zetten.

SAMENVATTING: Aflevering uit het televisieprogramma "De Monitor" dat over discriminatie. Deze
aflevering maakt deel uit van een serie reportages dat dit programma wijdt aan
discriminatie. Reportage over discriminatie en het doen van aangifte van
discriminatie bij de politie en de afhandeling van deze aangiftes door het
Openbaar Ministerie. Centraal staan twee discriminatiegevallen: een man met hiv
die geen baan kreeg en een lesbisch gezin dat gepest werd door buren. Beiden
deden aangiften van discriminatie bij. Maar het Openbaar Ministerie besloot in
beide gevallen niet over te gaan tot vervolging. Deze beslissing liet lang op
zicht wachten. In deze uitzending wordt ingegaan op de redenen waarom de
beslissing van het Openbaar Ministerie zo lang duurde. Ook wordt ingegaan op
het geringe aantal discriminatiezaken die het Openbaar Ministerie in behandeld
terwijl er wel veel aangifte wordt bij de politie. Zo waren er in 2013 88
discriminatiezaken bij het OM, terwijl er in dat jaar 3600 meldingen van
discriminatie bij de politie werden gedaan, waaronder bijna 1600 aangiftes.

is de eerste reportage en gaat over Gerrit. Gerrit solliciteerde als
vrijwilliger bij het Respijthuis, een plek waar mensen tijdelijk opgenomen worden als hun mantelzorger overbelast raakt. Tijdens het sollicitatiegesprek vertelt Gerrit over zijn hiv-besmetting omdat er gevraagd werd waarom hij is afgekeurd voor een reguliere baan. Gerrit wordt aangenomen en kan de maandag
erop beginnen. Maar dan wordt hij maandagochtend gebeld met de mededeling dat
hij alsnog niet hoeft te komen vanwege zijn hiv-besmetting. De werkgever laat
weten nog geen 'beleid' te hebben ontwikkeld hoe ze met hiv om moet gaan. Ook
zou er besmettingsgevaar zijn. Gerrit stapte naar het College van de Rechten
van de Mens dat oordeelde dat er sprake was van discriminatie.

SAMENVATTING: Jaarverslag van de Algemene Inlichtingen- en Veiligheidsdienst (AIVD) over het
jaar 2014. In dit jaarverslag is er veel aandacht voor de dreiging van
jihadisme ( terrorisme door moslimradicalen). De dreiging van jihadistisch
terrorisme gaat niet alleen uit van personen die naar Syrië of Irak zijn
vertrokken en eventueel terugkeren, maar ook van personen die in Nederland (ver
)blijven. Deze hebben in veel gevallen niet eens de intentie om naar een
strijdgebied te vertrekken. Een profiel van dé jihadist is moeilijk te geven.
Dat maakt het werk van de AIVD complex. Zo vormt niet iedere terugkeerder per
definitie een risico. Per geval wordt in samenwerking met andere partijen,
zoals de Nationaal Coördinator Terrorismebestrijding en Veiligheid, het
Openbaar Ministerie en lokale overheden een inschatting van de risico's gemaakt
die van iemand uitgaat. Een andere complexiteit vormt de samenstelling van de
populatie van jihadisten. Het gaat om hoogopgeleide personen en om vroegtijdige
schoolverlaters, om diepreligieuze mensen maar ook om avonturiers. De
meerderheid heeft een Marokkaanse achtergrond, maar er zijn ook jihadisten met
een Surinaamse, Turkse, Antilliaanse afkomst en ook zijn er polderjihadisten.
Een deel van de jihadisten heeft een crimineel verleden. Naast de nadrukkelijke
aandacht die het jihadisme en de geopolitieke ontwikkelingen in Noord-Afrika en
het Midden-Oosten vragen, besteedt de AIVD in zijn jaarverslag ook aandacht aan
de verslechterende relatie tussen Rusland en het Westen. Daarnaast is aandacht
voor de risico's van cyberdreiging voor onze (economische) veiligheid en de
andere aandachtsgebieden van de dienst, zoals spionage, extremisme,
proliferatie van massavernietigingswapens en bevordering van
beveiligingsmaatregelen.

SAMENVATTING: Paper. The workforce of the Netherlands and other countries is becoming
increasingly culturally diverse. Nevertheless, there is a lack of research
specifically investigating differences between majority and minority employees'
experiences at the workplace. Particularly comparisons between minority
employees of different generations have hardly been reported in the literature.
In this cross-sectional study, we investigated whether differences in workplace
trust exist between majority employees and, first-, and second-generation
minority employees. In addition, the authors studied the role of a number of
relevant personality traits in relation to workplace trust, conceptualized as
trust in colleagues, trust in the supervisor and trust in the organization.
Findings show that differences in workplace trust exist and that personality
traits are related differently to workplace trust across the three groups of
employees. The findings are discussed and practical implications are proposed.

SAMENVATTING: In dit essay worden de mogelijke effecten besproken van het verlengen dan wel
verkorten van de formele werkweek. Gekeken werd naar de effecten op de
man/vrouw-verdeling van 'zorgtaken' (zorg voor kinderen, huishouden, mantelzorg
en vrijwilligerswerk), op de man/vrouw-verdeling van arbeidsuren en op de
economische zelfstandigheid. Het blijkt dat van bovenaf aanpassen van de
werkweek geen effect heeft op de verdeling van zorg tussen mannen en vrouwen.
Nederlanders kiezen een eigen arbeidstijd, waar wetten of cao's weinig invloed
op lijken te hebben. Hoewel daar veel van werd verwachten met het oog op de m/v
-verdeling van zorg, blijkt het effect in de praktijk waarschijnlijk
verwaarloosbaar. Met name vrouwen kiezen het vaakst voor deeltijdbanen. Dat dit
hun economische zelfstandigheid niet ten goede komt, is voor hen minder
belangrijk. In de praktijk gaan de zorgtaken voor. Het essay is geschreven op

doelgroep en welke aanbevelingen tot verbetering van bereikstrategieën voor
deelname aan VVE of ander aanbod gericht op het voorkomen van achterstand zijn
op inzicht hierin te baseren De belangrijkste bron voor beantwoording van de
onderzoeksvraag vormde kwalitatieve interviews met ouders wier peuters niet
deelnemen of wier kleuters niet hebben deelgenomen aan formeel voorschools
aanbod, maar die wel tot de doelgroep van VVE zijn te rekenen. Meeste ouders
zijn van Marokkaanse en Turkse herkomst. Geconcludeerd wordt onder meer dat het
creëren van een beter imago zou voorschoolse voorzieningen kunnen helpen om
meer kinderen met een taal- en leerachterstand te bereiken. Moeders met een
niet-westerse afkomst schuwen de voorzieningen onder meer door de negatieve
media-aandacht, waaronder de bekende misbruikzaken. Aanbieders moeten
potentiële klanten goed uitleggen wat zij doen om misbruik te voorkomen en
garanderen dat de kinderen in goede handen zijn. Verder doen zowel gemeenten
als de aanbieders van voorschoolse educatie er verstandig aan om ouders met een
niet-westerse afkomst, die kinderen hebben met een leerachterstand, beter te
informeren. De informatie moet toegankelijk en helder zijn voor de doelgroep en
aangeboden worden op plaatsen waar zij vaak komen (consultatiebureau, buurthuis
, speeltuin).

SAMENVATTING: Onderzoek naar de verschillen tussen vrouwen en mannen in het geven van hulp aan
(schoon)ouders. Ook gaat dit onderzoek in op de vraagof vrouwen en mannen
verschillen in hun bereidheid om hulp te geven, en in hoeverre zij de hulp aan
(schoon)ouders combineren met een betaalde baan. De gegevens in deze studie
zijn afkomstig uit verschillende (data)bronnen die bij het Sociaal en Cultureel
Planbureauaanwezig zijn, en hebben veelal betrekking op 2008. Vrouwen geven
veel vaker mantelzorg aan hun (schoon)ouders dan mannen, maar combineren dat
minder vaak met een fulltime baan Bijna tweederde van alle mantelzorgers van
(schoon)ouders is vrouw. Zowel vrouwen als mannen geven begeleiding en
emotionele steun; mannen doen wel iets vaker administratie en vrouwen de
verzorging. Een op de vier burgers vindt dat kinderen de plicht hebben om voor
hun ouders te zorgen. Dit verschilt niet tussen mannen en vrouwen. Vrouwen zijn
wel vaker bereid om hulp te bieden. Zowel vrouwelijke als mannelijke
mantelzorgers van (schoon)ouders vinden het heel gewoon om hulp te geven, maar
vrouwen voelen zich vaker aangesproken. De meerderheid van de mantelzorgers van
(schoon)ouders heeft betaald werk. Bij de werkende vrouwen die een (schoon
)ouder helpen heeft 20% een fulltime baan; bij de mannen is dat 75%. Mannen
ervaren de combinatie van een zorgtaak en (fulltime) baan vaker als zwaar dan
vrouwen.
